wasted time
He wasted 35 minutes of her time saying things that could have been said in an email. Why the long trip there just for that? It makes her a little angry that she rearranged her schedule for that, missed an appointment just so he could discuss things he could have said over the phone. He's really full of himself, she thought. Full of self importance. He's the manager so he can make those decisions. She has no say in them. She can't say, "You're wasting my time. I have things to do." She can't believe she missed an appointment for this. God, she hates her job!
